Change the login order/process for Manual data entry

When logging to Manual Data Entry the user has to first select the location and only after that input the credentials. The issue is that with multiple locations the user has a long list from where to select the correct location. More reasonable logic would be that the user inputs credentials first and the manual data entry shows only the locations where the user has rights to log in.
