Add dropdown filter for SD values in QC Insights dashboard

User wants to see the outliers for the levy - Jennings graph. Currently user has to scroll horizontally to analyze all the outlier. Using this filter, user can select SD value and see the outlier only SD +2, SD+3, SD +4. SD-2, SD-3,SD-4
