Move all configuration to RLX and discontinue portainer

Moving away from Portainer will only happen when we integrate with LNI.

Idea detail description

The configuration of nM is too cluttered. At the moment we have configure nM in RLX and Portainer, requiring 2 different UIs and credentials.

All settings should be in RLX as the only configuration interface.

    We plan to change to move away from Portainer in the future.
